"Safe and Sane" Firecrackers??

QUESTION: Have firecrackers ever been legal for consumer use in California?
I ask this because I watched a demo video on YouTube of a D.O.T. Class C firework called "Jasmine's Gun". It starts off with tiny ground spinners then small ladyfinger firecrackers. What perplexed me was the label had the California State Fire Marshall's "Safe and Sane" seal.

I've had packs of Adult Red Cracker Snaps [aka. Fuseless Firecrackers] with the California State Fire Marshall's "Snappers" label on it.

Has anyone seen any firecrackers with the California State Fire Marshall's Safe and Sane seal, before. This brick of UN0336 Mighty Mite Firecrackers has it.
I saw another D.O.T. Class C item that was a split between Jumping Jacks and Firecrackers.
I had assumed all firecrackers had been banned in California.
