Under UN0336, transportation of aerial shells is limited to 12 per inner packaging and must include a tube with base. I'm wondering if it's possible to instead ship under UN0431, 1.4G from China, specifically without the tube, then repackage the fireworks with the tube and base according to UN0336 specifications at the US destination. I'm also wondering if a Chinese exporter would need to classify the goods as 1.3G, and an importer would need to apply for a special permit. I know there have been questions about this over the last year or so, and if anyone has any knowledge of the issue, would love to discuss. If I need to clarify anything, please let me know. Thanks!
