Yeah, like fireworks and detcord stored in the same warehouse? WTF. I have done some testing at our blast site on this. It's pretty clear that lots of things (smokeless gunpowder, AN) can go high order if you boost them enough. So this outcome isn't too surprising. It sounds like this was a case of a bureaucracy where nobody wanted to take responsibility and "just do something" like hauling out the degraded product and spreading it out on a farm or something.
