Has anyone seen these before. I thought 1.75 in. consumer shells were required to be sold with a matching tube..?

You are confusing the word Required and fireworks. Those don't always go together.

If you have the original shipping carton - you will see they have been made many years ago. So these are on the rare collectible side. Just enjoy! :)
