Those aren't counterfeit, but were made for the foreign market. Tiger Head as well as Horse Brand were known for producing 2", 3, 4" and even larger sized crackers for the Belgian market among other countries. Sometimes they would place an incorrect count size pack label on them but would more often than not, write the corresponding size and count in ink

I had a brick of Tiger Head Brand 4" (20/4) that I purchased from a classified ad (Gemini Fireworks, Bloomingdale, IL) in Jack Drewes' American Fireworks News, Sept. '86. The label on each pack was printed 1/2" 40, but over that was stamped in red "4 in 4's". VERY LOUD! I still have the brick label, it is printed "1 1/2 S" with no pack count, then rubber-stamped in red "4X1 20/4".
