1.3g 2.5" Safety Distances

I know that this has been brought up before, but I'm still a little foggy on it. If companies are showing charts/info like this on their websites (more than a few) but we've all be told/trained that NFPA requires 70' per inch for display shells. Why is it that under 3" is different than that. I have also noticed that my state specifies on its permit when product being shot is "under 3 inch". If you go by NFPA 2.5" it should be 175' feet minimum...right?

Assume a rack of 2 1/2" shells blew apart or tipped over discharging towards the spectators. . Small as they are, a 2 1/2" shell can go 200-300 feet,explode and spread another 80-100 feet [assuming it is not a salute]. We have some nice 2.5" colored tip willows that look like 3" when they break.
So, spectators at 175 feet could easily get hit with burning stars in a scenario like that

NFPA 1123 are nothing more than recommendations. Most localities will reference them for their local rules. However, some localities will make their own rules. So, even though the NFPA 1123 says 70' per inch of mortar, it is really whatever your locality requires as the minimum site radius.

i know of the 70 feet per inch but at a min. i always do 100 feet per inch and that always adds extra safety from the beging
