Will A Fan Rack Setup Like This Hold Up?

Looking for some insight on if something like the attached photo would be safe and secure? I'm planning on using the 4 2x4s with 2 screws on each plank for every rack. Any input greatly appreciated!

If you look at other fan racks, that's not an uncommon way to make them out of smaller racks. It should work just fine.

Yeah, that'll be plenty beefy. If you have or get more tubes you might consider building a dedicated fan rack like this one I built 2 years ago (my first real rack):

Your rack gives you adjustable angles, and the ability to break out the straight racks to stand alone again, but this one is fairly light and about as compact as you can get, which is one of my constraints for storage. I built a 2nd one with higher ends and sides, and would recommend that. Have fun with whatever you do.
