But the label would not read 1.4G UN 036 Consumer Fireworks, so I could still be in deep doo doo. They might even get me for altering multiple 1.3G devices.

Sorry - i thought the op was referring to european style crackers that "mysteriously" end up in the USA illegally.
Of course the old DOT crackers are legal - euro crackers are not....
