Can these be purchased by someone without a pyrotechnic license?

If I remember correctly - you are from PA = RIGHT? So all you would need is a local current permit to purchase.
Since the Tannerite series cakes are articles of pyrotechnics - you will not find them on a retail show shelf. And they are attached with ematch so you would need an electronic system to shoot it with.
And yes the Blue Willow is AWESOME!!!
So is the REd Chrysanthenum.
So is the M25 Airburst!
