I found this video and it looks like a cremora. I had never seen this type of effect.

The cake is a westlake brand........... called "NEBULA"

Man I love watching che chos videos. He actually shoots the dot stuff off. I think that cake was so old that all of the comp deteriorated and that's what caused that mine effecto, it's just a guess.
