First magazine in PA questions

Hey guys, I'm looking to setup a small magazine, using a job box from Lowes. I really don't have the need for a 20'conex box...I just want to have a small one, so I can start buying product now in small increments and diversify my expenses from the wife, instead of one big purchase on the 4th.

I'm sure others have done this...anyone have a suggested model? Here's the one i was looking at.

I'm assuming since there is only one lock, a second covered locking mechanism will need to be retrofitted.

Do they have to be attached to a concrete pad/footings?

I've seen a few models that advertise they are sprayed with nonsparking paint, so I don't think it has to be wood lined.

In PA does it have to be registered with the state? Local ordnance requires it be registed, so fire departments know where they are located (i get it...makes sense)

I looked through the orange book, and looked at the specs more from the manufacturer, the model i posted has 2 different locking positions. But manufacturer says nothing about anti sparking paint.

Great, thank you for that compliment. There are at least two of my advertisers selling magazines. If you don't want to purchase a ready to go one, just look how they did the ones they sell. You may need a shed to house the one in the picture.

In Pennsylvania, you need to register and get approval from the Pennsylvania Department of Agriculture. Maybe some can post the application link. I hear they are very helpful. Last I heard the ATF just goes with the PA approval once they certify it.

Where I am DEP and local township including fire marshal permission is needed.

Going through this as I speak. I can tell you. First get the local twp. to approve or issue a permit (it just because they want the money, no inspection or such). And you MUST notify the fire chief, short letter in person is always good. THEN you go to the state process, The PA Department of Environmental Protection (mining reclamation whatever they call it today) is responsible for this. In pa it is MUCH more strident than the atf, but still not bad, IN FACT indoor magazine store for fireworks is 100LBS, whereas ATF is only 50 (but your only getting 50 with your atf license). Look online you can find the regulations. The atf will approve it as long as the state does, as dave mentioned, but DON'T SKIP a step. The atf WILL call the local twp, and the fire chief to verify. I have a HOME DEPOT orange Job box. 2 5 pin lock in a double locked, detached garage away from my house and have had a problem yet..

Be careful what you tell the local township at the early stages. If it were me i would start with the state application. I do not know if you necessarily need a local "Permit". Run the word "Explosives" through their local website and see if they have anything on the books. Most local townships do not. My understanding the state of Pennsylvania runs this. If you start at the local level first you risk them saying no. Start at the state level and the application process. That link is on the forums somewhere. If it were me I would not even call the township until I had the state process started and the state representative that handles this involved. Most of these local townships no nothing or just say no on the phone to most questions.
If we left it up to the local townships in Texas, I would have never got my man his ATF license recently . They said no right from the beginning twice one year apart.

I believe these are the links to application in Pennsylvania. Note how it ask for your ATF license numbers. This is why sometimes it is best and easiest to obtain the ATF license first and then consider the magazine. Yet again it is the opposite of the way the older wisdom was teaching it.

Cross reference your county and use this link to ask them to assign someone to help you with the process in Pennsylvania. I hear they are very helpful. Be sure they know you are already ATF licensed.
