Yes but are they flash or black powder? I had a few that were made in Germany, with a primed time fuse (not visco) and they were BP. They made a loud 'POOF' and lots of smoke.

That is called sandal wood tilak or sandal wood mark for signifyi g devotion to god and traditional hindu culture.
