They are called 'Talai' in Thai...not a Catherine Wheel but a houp stabilized Tourbillion. Small ones are 4 foot diameter and hte biggest made here 43 foot diameter. That footage was at a place called Kut Wa in Thailand north east. The event is held during the last week of May each year.
