There is a whole series of videos on their YouTube channel leading up to this one. I will copy an paste their YouTube video description.
.
VocalEye was given the challenge of describing fireworks for a member with vision loss, Collin van Uchelen in 2014. Together, we came up with a new tactile technique that Collin calls "Fingerworks", where a sighted describer "draws" the fireworks on the back of their partner with vision loss, while giving verbal cues about colour and shape. We tested the technique at the Celebration of Light in 2015 and offered our first free public workshop on June 25, 2016 at Langara College. These videos introduce the technique and a few basic effects. This project has been powered entirely by volunteers and we offer these techniques freely to everyone.
