ATF License Question

I live in Arkansas and I was speaking to a sales rep for a 1.3 fireworks company in Missouri and he informed me that I would need to be on 5 shoots before the ATF would allow me to have a license to purchase 1.3 fireworks. He said this was specific to Arkansas. My question is, has anyone else heard this or had any issues with this?

Of course he is wrong, tell him some man named Dave on YouTube told you that you do not even have to know how where to light a fireworks product to get the ATF fireworks license. I would love to hear his reaction. If you are over 21 years of age consider purchasing my ATF DVD application package. Or we could all type 45 more paragraphs each to dispel all the false information out there.
