You are looking at the short version, second camera shot of this event. Here is the video in its entirety. At 1:06 to 1:24 you can clearly see the weather balloon[or UFO !!!] used to suspend the "ladder". I'm sure there are two tether lines [or possible more]on the sides to keep it stationary or else it would be moving around alot. Awesome effect, by the way. The fellow that did this in China also does daytime smoke events. I had a couple clips of his work--I will see if I can locate them.

I believe he used thin cable wire covered in powder. Yes, a hot air balloon was used to support the cable.
