I think for the most part, many states do what they can to control consumer grade at retail shops.....lord knows they'd have an anurism if pro grade ended up on the shelves

i actually bought shells that were on the PA Side Residents and it should of been elsewhere, I got em and shot em. Nice!!! So it does happen

No you do not need a type 54 permit. Review some of the articles of pyrotechnics threads for the low down on it. As far as basic retail stores I highly doubt they will carry any but wholesalers that have club connections know that there is money to be made on them and the properly certified people to buy it. So keep the faith. The stores that do carry them will more than likely ship it to you, so those that qualify can get it even if you don't have a store that carrys it near you.

From what I understand, some of the articles of pyro contain salutes (slices of the modular cake for example) and you are required to have the 54 to purchase those specific ones.....
