Firework Stores in Ohio

Did I miss something? Does anyone know if the moratorium on fireworks stores in Ohio is over? I just watched a brand new store be built in my town. Was just wondering if a store had to "burn down" to build this one! thanks

It just may be that the permit was filed before the moratorium went into affect. This is just a thought not a fact.
