You started talking about mass explosion on 1.3G products
but it should not happen with a 1.3G product if it would now be mass detonation so that product shall be in 1.1G

China can not send 1.1G from its ports and 1.1G may not go with airplanes. Thanks for your post, it is nice to hear from someone in Sweden. I hope I am interpreting you post correctly, your laws define that 1.3 fireworks will not mass detonate. However if salutes classified as 1.1 are part of the load they will mass detonate? Someone help me on this one.
I have seen some 1.3 Netherlands products packaged in cages, perhaps this has something to do with it.
