From what I am seeing there are three levels of misdemeanors in Pennsylvania. Class 1 to 3. I believe "1" is the most severe. I know for sure if your charge has any violent components to it. It for sure will stop the process. For example "Domestic Violence" will probably stop you from purchasing a handgun or explosives.

If you are denied a explosive license, there is a procedure you can apply for called "Relief from Disabilities" . A lot of this cam into play when employees in fireworks companies had criminal records.
Look at the link I provided, if your misdemeanor is M-3 with no violent component I would apply.
