Consider that a type IV magazine may be easier to obtain than a contingency plan. According to ATF Ruling 2011-3, a job site storage box with two recessed padlocks is acceptable. They did not specifically address the fire resistance issue in this ruling. I am going to line one with 5/8" fire resistant Sheetrock, affixed with construction adhesive and make my application with this as my magazine. The Sheetrock will fulfill the fire resistance and non-sparking requirements. These job boxes are cheap and readily available. Furthermore, I will bolt it to the floor to make it more theft resistant. I will post an update later on how this turns out. I was going to use a big gun safe, which according to my reading of all the regs should be perfectly acceptable as a Type IV magazine, but the job box is more affordable, and easier to transport to its location in my barn.

According to Bob Kellner, the ATF considers type 1.3 G shells to be 50% powder by weight. So 100 pounds of shells equals 50 pounds of powder. A Type IV indoor magazine that is big enough to hold 100 pounds of shells will be big enough to hold the maximum allowed by law. I'm pretty sure the 48 inch job boxes are big enough for that. I went and bought one at Lowes this afternoon but when I got it home and removed the packing materials it was damaged. But looking inside I'm sure it is big enough to hold 100 pounds of shells.

They are getting me another one. For about $300.00 you can avoid the hassle of having to drive up to 200 miles round trip to a contingency storage site. You do need a place to put it of course. This has not been inspected nor approved yet but I believe it will. I will update when able.

you could also rhino line it (bedliner) and skip the sheetrock. the auto dealer here did mine for $200. a little pricey, but you dont lose any space and it looks very nice and professional. but as always. find out who your local agent is and confirm the details of your mag.. laws are subject to interpretation by each one and their boss. (my agent was fine with the factory paint, but not me)

That's the exact box I will use. I'll check on a sprayed liner, good idea. Was your box okay for fire resistance with that liner? Or did that even come up?

the Fire resistant, and theft resistant 555.210 (b)1 is for the outside of the mag (the metal box), spark resistance is for the inside of the mag (the rhino lining)
now my agent didnt require me to get him documentation on the spark resistances of rhino lining (he considered it common knowledge) , but that doesnt mean your agent wont. most important thing to do is talk to the agent that will be coming to see you before they do. this wasnt my first mag. and if i did it over again it still wouldnt be the mag that i would try to get my 54 with. I personally bought this (http://www.merlinmissiles.com/explosives_magazine.html) its pricey and small, not really usable. but it gets you through the interview without a hitch.

It has to be "theft resistant". If you bolt it down it should be considered theft resistant. They don't spell out precisely what constitutes theft resistant. If you have an alarm system and video surveillance would that be theft resistant, even if you don't bolt it down? I don't know. If you have an interview coming up, you might just ask the interviewer ahead of time.

Just remember to the PA ATF holders - we have "extra" hoops to go thru. Since i have not been in the 1.3 biz for several years - check with the PA DEP to see what they are.

I live in NY, how do I find a 1.3 distributor 100 miles from Long Island?. I also have atf clearance, how does that play into getting my type 54 license?

The nearest distributor of 1.3 might be celebration fireworks or IPI - but those both might be more then 100 miles. Good luck driving 1.3 through tunnels and bridges though

Hey Dave or anyone that can help. I ordered your DVD's and watched them. I will be using the contingency plan option. I have already secured a letter from my local Display Fireworks Company, but I am confused on weather I have to still complete the "Explosives Storage Magazine Description Worksheet". If so, can anyone tell me how I am suppose to know all the details they are requesting. Thanks in advance.
