Sad example that some areas of our state are not too rational... Sadder still is that the fireworks store lobby (and its a big one) in this state seems to have done nothing to fight the ordinance; because it doesn't effect them selling pyro during the holidays. But the worst part was the one legislator who I understood to say "we heard from no one on this". No one said a thing so the council passed the ordinance modification. The squeaky wheel gets greased.
Then again - that is north central Indiana where I believe that some counties still have ordinances against dancing in public. Guess they believe that it invites the devil to take up residence in their pants.
Back in my social work days our project sought to rent an entire college campus in that area to run a 1-week youth program. We were told that all was well - but we could not close the event with a dance that all the kids came to and enjoyed. We were told "Oh my - you can't do that. We can provide you buses to transport the kids to the county next door where they permit dancing." As an example of how bad it was they mentioned a situation at the county old folks home. A couple of students from a different college went to the old folks home to work with the residents. They took a group of them outside on the lawn to do 'range of motion' exercises (kinda like Tai Chi). The next week the county newspaper put a big front page picture on in the paper of the oldsters with hands in the air doing the exercises. The headline read "Old People DANCING in the county!". Like osama bin laden had stopped by for a vacation or something... sigh...
Needless to say there are areas of Indiana where folks just aren't very 'developed' as it were.

Dancing ordinance??!?!
"Dancing is expressive conduct entitled to some quantum of protection under the First Amendment."

That was a much more polite response than we offered the college we were talking to. Ours was more like "WTF?!?!?!".
