I had a thought. I wondered why 2" display shells are considered 1.3, when theres 2" Consumer Cakes, which are just a bunch of those in a group. And what about the 3" tube cakes that are 1.4? Why dont/cant they downclass the 2" Display shells to Consumer?
Is this a weight issue?

See the thread: 3" inch cake SCAM!! in the Consumer Fireworks USA section of this forum. It may answer your question.

Part of the difference is in the packaging. 1.4 includes mortar tube 1 per every 6 or so. 1.3 comes bulk generally with out tubes. Also the 1.3g regularly comes with quick match leaders.

also depends on the weight of the pyro chemicals in them... but most of the time it is because the 2" 1.3 have quickmatch on them

In that case... has there ever been any 2" shells without quick match on the consumer side?

You can make any size shell you want in a 1.4g----[the 3" NOAB's have 2 1/2" hemi's inside a 3" shell casing like David_La pointed out above] but it can only have a maximum of 60 grams of pyro composition total in it [that includes about 10% for the lift charge]. That being said, why would anyone want to bother with 2" shells & racks unless safe shooting distance is an issue?
Physically you can't get much more comp into a 2" shell than a 1.75" ball shell. ..and a 1.75" canister will hold a lot more than a ball shell. So, in 2" cakes they are nice because the tubes are a bit bigger--lots of your cakes are only 25mm [1"] inserts.
It seems much more practical to have 2 1/2" & 3" racks since there are a lot of different effects available in these shell sizes. With 2" shells usually you get peonys & salutes. Looking at the cost per shell & tubes/rack cost it doesn't seem like there is a real "day to day" use or advantage for the 2" shell when you can have 2/12". My humble opinion.
On another note--there are 1.75" salutes that Kellners carry that have visco fuse & 1.75" Lidu salutes that other suppliers sell that have quick match. Of course, both are 1.3g products.
