The way my friend at Epic Fireworks in the United Kingdom explained it to me certain fireworks distributors are able to sell some 1.3 fireworks cakes. However, these 1.3 cakes must have this cage wrapping on them. What the purpose of this wrapping is I have no idea. I initially thought the cage would be used to house and launch the cake, however in the video I found from the UK the man discards the cage in his demonstration. Here is United States colorful labels on 1.3 fireworks are not permitted because it may be confused with a consumer fireworks product.
