Hy everyone!
I thought it might be interesting to post the available types of fireworks in Romania.
First of all, you cannot buy decent fireworks legally. For a few years now, Class II fireworks have been banned in our country so you can only buy and use Class I fireworks.
In Romania fireworks are split into 4 classes
-Class I : fountains, ground spinners, fireworks novelties and sparklers, none of which containing more than 3 g of pyrotechnic composition.
-Class II : fountains, firecrackers, aerial cakes, reloadable shells, rockets, flying fireworks other than rockets; maximum pyrotechnic composition quantities for these are : fountains-50g, firecrackers-10g, aerial cakes-200g, rockets-10g.
-Class III: class II fireworks with more pyrotechnic composition, but no more than 200g for fountains, 20g for firecrackers, 800g for cakes and 50g for rockets; aerial shells with no more that 50g of comp.
-Class IV: any pyrotechnic device with more composition than that of class III items.
Until recently it was legal to buy class II items between 25-30 of december and use them on 31st of dec., 1st and 2nd of january. Class I items were and still are legal to buy and use all year round. Class III and IV were and still are display items and can only be used by trained pyrotechnicians.
Due to some fools that cannot even read safety instructions on the side of the fireworks boxes, let alone follow these instructions, unfortunate accidents happened which led to the banning of Class II fireworks, so that you cannot buy these items... legally...
On the other hand, making pyrotechnic composition without a written permission from the authorities, is considered a felony and is punishable with prison.
I'm sure that there must be a lot of things that I forgot to write here, and there could also be things that are not entirely correct, so please, if there are any other romanians among you, reply to this thread with the right information or any other suggestion that you might have!

Thank you telling us about fireworks in Romania. I was just reading about Romania the other day and I wish I could remember exactly what city it was. But this city in Romania is known as the big internet criminal city because there are many people committing internet fraud from that city in Romania. The article I was reading said this city has poor people all around then there are Mercedes and other luxury car dealers and all the 20 to 30 year old people driving around the city in this poor city. Some ask a cab driver how did these people make their money and the can drive motions his fingers as if typing on a keyboard. Have you heard of this city?

Well, it could have been the city of Ramnicu-Valcea, where recently, the police, with help from the FBI, arrested a cyber crime group. It could just as well have been another city, as romanians are known for their cyber-criminal activities around the world. I would just wish that my country gets known for anything else other than criminal facts, maybe like being the first country in the world where display fireworks are available to the general public (which is just day-dreaming), or the country where making fireworks is not forbidden (which is also an unreachable reality). Wish me luck, anyway!

Please stay involved in the forum perhaps other fireworks people from Romania will sign on and you can make connections. I do not believe all people from your area are like the few that give it a bad name.

hello...i buy fireworks just from black market because i like fireworks like 2 inch shells or thunder king and this kind of fireworks...i dont like firecrackers or rockets...i like battery`s with 16 shots or bigger....and this kind of fireworks here arent legal....we cand buy this fireworks only with a license from a military college but that kind of a license is for peoples ho want to make money with fireworks(private party,wedings)...just for fun here you cand buy anithing intersting...sorry for my english.i speak good but i have problems with whriting

Starting with 01-July-2015, Romania has to enforce European Directive 29/2013, which regulates the pyrotechnic articles throughout Europe, as follows:
Articles included in categories F1, F2, F3 and P1 are allowed to general public, and they can be bought and used all year around.
Articles included in categories F4, P2, T1 and T2 are only allowed to be used by professional pyrotechnicians.

F1, F2 and F3 classes include all pyrotechnic articles starting from the smallest articles (like sparkles, ground spinners, etc.) up to the equivalent of 500 gram cakes. Every European state has the option to restrict buying or use of certain articles, for safety reasons. Hopefully Romanian authorities don't choose to ban the cakes, like they did in the past few years...
P1 class is pyrotechnic articles which have technical usage (i.e. pyrotechnic igniters with 30 mg of composition are classified as P1)
P2 class is pyrotechnic articles which have technical usage but that are more dangerous (i.e. fuzee's and quickmatch are classified as P2)
T1 and T2 are technical pyrotechnic articles (i.e. stage fireworks - fountains, etc.)
F4 class is the 1.3G fireworks (cakes over 500 grams, display shells, etc.)

Getting a pyrotechnician license in Romania involves the following steps:
1. Taking a Pyrotechnician course, either at the National Military Academy or The Insemex Institute in Petrosani. Exempted from this are former officers of either "Bomb Squad Units" or the equivalent of BATF units (in Romanian: Serviciul de Arme, Explozivi si substante Toxice - The Service of Weapons, Explosives and Toxic Substances) within the Police Forces. Also exempted are former Military Explosives Engineers.
2. Passing an examination at every Teritorial work Inspectorate (ITM in Romanian) in the respective county were the candidate is living.
3. Working for at least 2 months under supervision from a licensed pyrotechnician (i.e. working within a specialised fireworks company for 2 months). The said company issues a statement saying that you did...
4. Getting the Pyrotechnician License from the Teritorial work Inspectorate (ITM in Romanian).
After getting the License, every pyrotechnician can only work within a Licensed Fireworks Company (not as freelance) and they can only buy and use display items while working for the said company. If for 4 years the pyrotechnician doesn't actively work as a pyrotechnician (i.e. shooting a fireworks show as designated pyro worker) he/she will lose the License, further having to retake all described steps to get the license back.

Update:
At this moment, the general public can only use items in the F1, T1 and P1 classes.
The other classes are available to licensed pyrotechnicians: F2, F3, F4, T2 and P2.
As the P1 is classified like the "Articles of pyrotechnics" are in the US, it includes items which are used for technical purposes and the only restriction is that one must be over 18 years of age in order to use them. Fortunately, some firecrackers have been classified at P1 (and named "Sound Emitters") so they can be used without a license. Until now, these type of items were in the F4 category, which were for professionals only, as they are equivalent to an M80 type firecracker (containing 2.1 gr of flash powder).
Also, the T1 includes small electrically ignited "ice-fountains" which can be used by anyone over 18, for example at weddings, for the first dance, or occasions like that.
